In this scene, Caesar falls from his power and is speechless. Before Caesar falls he apologized to all the people he had let down.
This scene is showing Marullus and Flavius making a plan to assassinate Caesar. They think that now Caesar will not have near as much power or support that he did have. They think now would be the perfect chance.
