On July 14, 1789 The French Revolution began. Some Americans wanted to help fight but others wanted to stay neutral.

This document stated that Americans could not take sides with the French, we had to stay neutral. Some people didn't like it but it was the best Washington could do.
Pinckney tell the French Ambassador to sign this.
France's representative for the U.S. Edmond Genet wanted privateers. Washington said no and even Jefferson who wanted to back France said no.
In the early 1790's the British were fighting with America. To prevent another war Washington he made Jay's Treaty that fixed problems like debt, the taking of ships, and problems with land. People got angry and said that it did not punish the British but Washington said it was the best he could do.
In 1784 Spain closed the New Orleans trading port. Spain also disputed the border between Florida and the U.S. To stop this Washington had Ambassador Thomas Pinckney make them sign a treaty. The Spanish minister tried to stall but eventually signed it.
