With this metaphor, the author is referring to how America has purposely shown bitterness and unkindness in her actions. Even though feeding someone can be a good thing to do, America chose to give in vain.

The poetic device used in America by Claude Mckay is oxymoron. He described America as "cultured hell" meaning even though it is a place with harsh cultural issues it is still a place that offers structure and experience.
After the turn, the author is stating that whatever makes America so powerful will eventually fall with time. The turn in the poem happened in line 11, "And see her might and granite wonders there." Before the turn the poet was discussing horrible actions committed by America that made it overbearing for him.
