Well, as Newton's First Law of Motion states that an object at rest remains at rest, or if in motion, remains in motion at a constant velocity unless acted on by a net external force.

Isaac Newton? He was a physicist and mathematician who developed the principles of modern physics, including the laws of motion.
Why is this chair so hard to move?
Because the more mass an object has, the harder it is to accelerate and so you would need to push it with greater force.
That is actually Newtons 2nd Law, it states that the greater the mass (of the object being accelerated) the greater amount of force needed (to accelerate the object).
