The Sugar Act was before the Stamp Act and Townshend Acts. Parliament passed the Sugar Act in 1764. The goal of the Sugar Act was to raise money because of their financial situation due to the French and Indian war. It cost 3 pence per pound of sugar. Of course the colonists were furious. 3 pence wasn't much but people buy a lot of sugar. The parliament argued that it was to help raise money for the French and Indian war debt but the colonists didn't care.

In 1765, the British Parliament passed the Stamp Act to tax colonists so that they could pay for the damage caused by the French/Indian war. The tax was placed on important documents.The colonists were not very happy about being taxed so ships from England that carried the stamps were attacked by angry mobs that destroyed all the stamps. So, in 1766, parliament repealed the Stamp Act.

After the Stamp Act, they passed the Townshend Acts to raise money AGAIN in 1767 to pay off the debt caused by the French/Indian war. It was placed on paper, glass, paint, and tea. You can probably guess how the colonists felt. They didn't really have a voice in the government so all they really could do is boycott the products and complain. That cost merchants a LOT of money so parliament got it repealed in 1770. The tax for tea is still there though.
