After cease-fire was done on 15 August 1947 following the Dutch Military Aggression I, the Security Council of the United Nations offered its mediation, which led to the formation of the Good Offices Committee (GOC)
Indonesia and the Netherlands tried to make another agreement called the Renville agreement. But then the Netherlands thought that the agreement was not fair even though they had most of the benefits.
On 19 December 1948, the Dutch launched a military offensive called Operation Kraai against Indonesia after they were no longer bound to the Renville Agreement, their aim was to destroy TNI. Sudirman, a general, tried to persuade the presidents and leaders to come out of Yogyakarta, but the leader Soekarno and Hatta refused, instead, they set up a emergency president just in case something happened to them. They also sent people to tell the GOC members of what is happening.
The GOC members were informed by the 3 messengers Soekarno sent. And after that, the leaders and presidents were kidnapped and the event caught international support just like how the president Soekarno wanted.
This Dutch attack was well publicized internationally with many newspapers, including those in the United States. The United States threatened to suspend Marshall Plan aid to the Dutch.
On 24 December, the UN Security Council called for the end of hostilities. The Dutch had achieved most of their objectives and announced a ceasefire in Java on 31 December and on 5 January in Sumatra.
