Storyboard Text

  • Step 1: The idea for a law
  • Oh honey... look at all these poor, neglected animals. How sad!
  • There should be a law against animals abuse and neglection.
  • Step 2: Idea is brought to a member of Congress
  • Alright, I will write this and send it to the standing committee.
  • Step 3: Bill is introduced to standing committee
  • The first step in making a bill into a law is to come up with an idea. And it can come from anyone.
  • Step 4: Congress debates and votes
  • The idea for the bill is given to a member of Congress, and if the member writes the bill it'll be introduced to a standing committee.
  • Step 5: Decision from the President
  • The member of Congress will bring the bill to a standing committee to research and discuss the bill and make any changes needed. If the committee approves the bill it will then be sent to both houses of Congress.
  • Members of the House and the Senate will now debate, filibuster, and make any changes that are needed to the bill. One house will then vote whether or not they want the bill passed if the majority vote then the voting will be in the hands of the other house. Both houses must agree on the same final version of the bill before it is passed to the President. If the majority of the other house votes the bill will be sent to the President
  • Once sent to the President, he/she will then decide whether to pass the bill and make it into law, veto the bill and send it back to Congress, do nothing, or pocket veto it. If he/she passes the bill it then becomes a law, if he/she vetos the bill it'll be sent back to Congress where they have to have 2/3 vote for it to still become law. If he/she decides to do nothing for 10 days and Congress is in session then the bill automatically becomes law, but if Congress goes out of session during that time period then the President can choose whether to approve the bill or kill it bill.
