- This idea about the education system could have the chance of becoming a bill, then a law
- So I had this idea about the education system, and I think it's a good idea *then explains the idea*
- You know what, that IS a good idea!
- Well, the idea was successfully able to turn into a bill, now its off to the full committee!
- A representative has an idea about the education system that they want to turn into a bill that could become a law
- Alright, we just received the bill from the subcommittee!
- Ok, lets figure out how this bill should be reported, then lets figure out if its open for an amendment!
- The representative then introduces this idea to his fellow representatives
- Lets just hope this goes well, if it does, then the bill has another chance!
- The subcommittee turns the idea into a bill and sends it to the full committee(Committee Review)
- Now what should I do about this bill?
- Once the bill has reached the full committee, the committee then needs to decide on how the bill should be reported, and after they need to decide if the bill can be heard, or if that bill has no open amendments
- The bill is set up for debate with the strict rules of the House of Representatives, and the bill must pass in each chamber. If the bill is different in both houses then the bill goes to a conference committee, the newer version of the bill is then sent back to each house and has to get passed
- Uh Oh! It looks like the senate has a problem with this bill!
- I guess it's time for the conference committee!
- If the bill does make it to the president, then the president has to either sign the bill, veto the bill, or do nothing. If the president does veto the bill, it is sent back to both houses and will require a 2/3 majority vote to override, but that is very difficult because the president can make his own party to prevent the override
