I am James Madison and I propose the Virginia Plan. There will be a three branch government and the structure of the legislature shall be bicameral. There shall be an upper and a lower house and the number of seats will be apportioned by the state population. The lower house will have members directly elected by the citizens and the upper house members will be elected from the list supplied by state legislatures. The Legislature will be strong and will be able to veto state laws.
With the Virginia Plan, Virginia would have 16 votes compared to South Carolina's one, and New Jersey would be swallowed up whole. I, William Paterson, propose the New Jersey Plan. There will be a unicameral legislature and there will be equal representation of states regardless of state population. Members will be appointed by the states and the legislature shall be similar to when under the Articles of Confederation but will be able to regulate commerce and levy taxes.
I, Roger Sherman have a compromise for the two plans. The Connecticut compromise will have a bicameral legislature. In this apportionment, there will be a House of Representatives, which will have states represented according to population, and members directly elected by citizens. The senate will have 2 senators per state and will be appointed by state legislatures. The House of Representatives will be able to levy taxes and the legislature will have broad powers over commerce and the ability to make laws as necessary.
