- As people come across a problem they wish to be solved, they think of an idea that will be able to be made into a law.
- Yes it should be a law!
- Should littering be banned and should people who litter be fined?

- The bill for the law is sent to a committee to be examined for further understanding.
- Let's match this!
- At the president's office...
- The bill that was sent is being debated for the entire house
- Yes, I should sign this!
- Littering should be banned and people who litter should be fined for doing it.Signed, President
- Once the bill is debated by the house, it gets sent to the other house of congress to once again be debated.
- Once fully debated by each house, the bill gets sent to a conference committee, to where it is matched before going to the president to be signed.
- After the conference committee matches the bill, the bill gets sent to the president to become either signed into a law or become vetoed.
