The court ordered schools to be desegregated "with all deliberate speed" since some would need more time than others. However many places took advantage of the wording to delay desegregation for as long as they could.
The Browns argued that the segregated system violates the 14th amendment while the Board argued that it didn't since being treated equal doesn't mean being treated the same.
The Court sided with the Browns agreeing that the school system violated the 14th amendment. Additionally they believed that a proper education was fundamental and that children shouldn't be deprived of it.
The 14th amendment says that people should be treated equally, not that they should be treated the same. The state is in charge of educational decisions so they should decide what's best.
