I have an idea. Representation is based on poplation. Representatives who speak for more people should have more votes.
That's horrible! It's completly unfair for the smaller states. It would make their votes worthless!

This slide depicts James Madison proposing the Virginia Plan. He proposed that congressional representation should be based on population. Smaller states like New Jersey and Rhode Island did not agree with this, as it would give states like Virginia and Pennsylvania too much power.
Here, William Patterson proposes the New Jersey plan. The New Jersey plan stated that all states would have equal representation, regardless of population. While smaller states did agree with this plan not everyone did. Some stated that it held the same governmental structure as the Articles of Confederation.
The Great Compromise (or the Conneticut compromise) was proposed by Roger Sherman and Oliver Ellsworth, two Conneticut delegates. To get these two sides on the same page, they proposed a bicameral legislature. This split congress in half. One side would be the House of representatives (reprsentation based on population), and the other would be the Senate (equal reprsentation).
