- Before laws are even laws, they are ideas. These ideas are sent to the local congress who will write it out and introduces the idea to Congress which is where the idea will become a bill.

- Laws have to wait at capital hill for all the other bills to get past committee.

- When the bill makes it to capital hill, the bill has to wait while the congressman "discuss and debate" whether or not the bill should be a law or not. If they say that it should not be a law then, the bill would die.
- LAW
- If the congressmen in capital hill agree that the bill should be a law, then the bill goes to House of Representatives for a vote. Then it just happens again but at the Senate with the president.
- If the House of Representatives vote yes, the bill should be a law then, the law goes to the Senate for the president to sign.
- If the president signs them the bill becomes a law!
