James Madison proposed the Virginia Plan, which solved the issue of how different-sized states would be represented. The plan created a bicameral legislature and 3 branches of the national government that allowed representation based on population.

Proposed by Roger Sherman, The Connecticut Compromise borrowed from both the Virginia and New Jersey Plan. It created a bicameral legislative with a House of Representatives and Senate.
The Great Compromise
The 3/5ths compromise was an agreement between delegates that stated the slaves in each state would only count for 3/5ths of a person when determining a state's population.
Based on the state's representation in Congress, they have an elected member/members of the Electoral College. These individuals represent the states and instead of the citizens voting for the president directly, the person in the Electoral College votes for them.

The Great Compromise helped fix the issues that were occurring in representation. The legislation would be bicameral and voted on by the people while the House of Reps and Senate would become established. The legislation gave each state 2 votes and the House of Representatives gave seats based upon population.
