  • When Ulysses S. Grant president, Sumner clashed with him as chairman of the foreign relations committee. Grant planned to annex the Dominican Republic, for a place where free African Americans could go, and a great market for American goods. Though Sumner did not agree with this plan, he believed that African Americans should be protected in the South, and that annexing the Dominican Republic was a large nation bullying a smaller one. Sumners argument won the senates vote. Though his victory caused him to loose his position as chairman by Grant. Though he would continue to serve in the Senate until his death in Washington March, 11, 1874.
