The mulatto population, who were not enslaved, used to have owned slaves themselves. They wanted them back. In 1799, Toussaint was able to defeat the mulatto army. Toussaint Was now the ruler of all of Hispaniola, and he quickly rose to action. He declared himself Governor-General for Life, with nearly absolute powers, and also, with the intention of restoring the economy, he made trade agreements. With all the chaos, Napoleon gained control of France. Toussaint thought this would mean the return of slavery to France. Napoleon kept Toussaint as colonial governor and promised not to bring back slavery, but he forbade Toussaint from invading Santo Domingo. This was too tempting for Toussaint , though, and in January 1801, his armies invaded Santo Domingo and took control with little effort. He abolished slavery in the territory (Biography.com editors).
Toussaint quickly developed reputation and commanded a well-organized bunch of 4,000 men (Biography.com editors).
French National Convention acted to preserve its colonial rule and secure the loyalty of the black population. Later, France granted freedom and citizenship to all blacks in the Empire. Toussaint switched sides to fight with the french, and he set out to fight the Spanish. Under his leadership, Toussaint’s troops were able to capture Santa Domingo. Also, a treaty was signed so the Spanish pulled out of Hispaniola (Biography.com editors).
Angered by Toussaint, Napoleon sent General Charles Emanuel Leclerc, with 20,000 French troops to regain control. Those men were experienced and would serve a very hard challenge for Toussaint (Biography.com editors).
