Step Three
Anyone from a citizen to the president himself, someone develops an issue and the need for a bill surrounding that issue.
Step Four
The idea is sent or proposed to Congress and is then written into a bill by a Representative.
Step Five
APPROVE!
The Representative then introduces the Bill to the House of Representatives.
Step Six
The House sends the proposed bill to the House Committee.
TEEN DRIVING BILL
The House Committee then votes to approve or disapprove the bill, when it is approved it is sent back to the House.
TEEN DRIVING IS DANGEROUS!!
The Bill is then debated in the House of Representatives and when it is changed to fit an approval it is sent to the Senate for approval.

The same approval process occurs in the Senate with the sending to the committee, approval from the committee, and then approval from Senate floor.
After the approval from the Senate the bill is sent to the president where he decides to veto the bill, ignore the bill, or approve it, ultimately needing to approve it for it to become a law. [Unless an override veto is used by Congress]

After the president approves the bill it becomes a law and is then enforced by the government.
