A hearing was held in regards to President Truman's actions.
Judge Alexander Holtzoff
I deny the motion for a temporary restraining order against President Truman.
A second hearing was held on April 24, 1952. It focused on if the President could seize the steel mills under his power.
This hearing led to many different opinions about presidential powers.
Judge David A. Pine
I issue an injunction that will prohibit the administration from continuing to control the seized mills.
First: "cases in which the President acts pursuant to an express or implied authorization of Congress".
Third: "when the President takes measures incompatible with the expressed or implied will of Congress, his power is at its lowest ebb"
Justice Robert Jackson rejected strict boundaries by splitting up the Presidential authority into three categories of legitimacy.
Second: when Congress has been silent on the issue.
Truman was shocked by these decisions. He ordered the return of the steel mills, and the workers went on strike.
