Exactly. As well as Hobbes idea of a social contract, it would mean the government ensures a fair transportation system for all.
If planners followed Rawls' idea of fairness, they'd design a system that works for everyone, especially those who need it most.
I.R. benefits the rich, but the O.R. like Rawls, it focuses on equity, not just bottom line, you should think about ethics and focus on everyone.
But the instrumental reason focuses on quick solutions without considering equity, public transport is ignored.
