Hans Christian Orsted who discovered that electric currents create magnetic fields, which was the first connection found between electricity and magnetism. His discovery marked as the beginning of a revolutions' in the understanding of electromagnetism.
That is why Hans Orsted has the greatest contribution. Because without him, electromagnetic field would not be discovered. Thus, Electromagnetic Wave Theory would not be possible.
I believe without a doubt that Maxwell has the most contribution here.
