  • On April 23, 1986, President Aquino established the Constitutional Commission (CONCOM) to draft a new constitution. Led by Cecilia Munoz Palma, the commission completed the draft by October 12, 1986, and after a public vote on February 2, 1987, it was approved. The 1987 Constitution brought back a presidential system of government, set up a bicameral Congress, and revised the Bill of Rights to protect individual freedoms, including abolishing the death penalty, except for serious crimes. It also created a Commission on Human Rights, recognized Autonomous Regions in Mindanao and the Cordilleras, and gave more powers to local governments. The constitution consists of 18 articles, addressing important topics such as governance and human rights.
