I would because if Tommy and Chuckie only answer 5 questions and all the other students answer 10 then it would be cheating because the other five questions that the boys are supposed to do are answered by the other boy, so this is kind of like having your parents do half of your homework.

They cheated by each answering only five questions and then sharing their answers. This is cheating because all of the other students answered ten while they only answered five. This is unfair to the students who answered ten questions because they did all the work while each boy only did half. This situation is like having your parent do half of your homework while other students do the whole thing.
I would first try to talk to Tommy and Chuckie and make them promise not to do it again, but if they do do it again, then I will tell the teacher.
