- in 1828 after Jackson's won he wanted to replace a lot of his government workers and hire more ordinary people that supported him during his election.

- over time people did not like the spoil system because it caused many problems. So the government decide to make the Pendleton Civil Service Reform Act in 1883. this act made people have good training of their job than just being loyal to the president.
