What if the cows are limited to only roam around in rule areas? That way they are putting anyone in unsafe positions. Then the farmers and cows are happy and the urban citizens have nothing to worry about.

We discussed and have come up with a better option all of the cows are limited to free-range in rule areas. That way they are free to go wherever they want but aren't going to interrupt urban citizens.
