Storyboard Text

  • 1. Idea For Law Is Created
  • Law to have no school the day after Hallloween!
  • 2. Idea is Brought to Representative
  • 3. Bill is Introduced to Committee
  • House Committee
  • Someone comes up with an idea for a bill. This person can be anyone, from a child to the president!
  • 4. Bill is Voted Upon in House of Origin
  • No school the day after Halloween" Bill
  • The idea for the bill is brought to Representative and the bill is written. The Representative then puts the bill into a hopper at the clerks desk.
  • 5. Bill is sent to House of Representatives
  • No school the day After Halloween"Bill
  • The bill is introduced to a committee in the House of Representatives where members of the committee debate and amend the bill. This is known as a markup and once this happens it will advance to the floor. The committee decides not to report out the bill and they agree upon it.
  • 6. Bill is Voted Upon in the Senate
  • The committee accepts the bill, it is then voted upon in the House of Representatives. This is known as a committee hearing and this is when the committee talks and contemplates the bill. The sub committee also talks about the bill and discusses concerns and reviews policies on this bill.
  • The Rules committee has then taken place and they decide how the bill is going to be presented. They decided that the house are going to discuss this bill for an hour and a half. After an hour and a half the bill is passed in the House of Representatives, it is then introduced in the Senate.
  • House Passes The Bill!
  • The bill is presented to the Senate, where they have a filibuster for two hours and then voted upon to have a cloture. This is known as a floor debate! There will also be a conference committee held which would discuss what the House and Senate disagree and agree on. They agreed with the bill in every way.

  • 7. Bill is Sent to the President
  • 8. President Contemplates Options
  • 9. President Doesn't Sign While Congress is in Session, or He Vetoes
  • No school the day after Halloween" Bill
  • This Bill is now a Law!
  • The bill passes in the Senate and is signed by the Speaker of the House, it is then sent to the President.
  • 10. President Uses the Pocket Veto or Line-Item Veto
  • The President will read the bill. He then has a few options of how to address the bill. The President may agree with the bill, so then he has a bill signing, and the bill will become a law.
  • 11. Congressional Override of Veto
  • If the President doesn’t sign the bill within 10 days and Congress is IN SESSION, the bill will become a law. If the President doesn’t agree with the law, he can veto the bill, and it will be sent back to Congress.
  • 12.The Bill is passed!
  • Reminder: Congress IS in session
  • If the President doesn’t sign the bill within 10 days and Congress is NOT IN SESSION, the bill will not become a law. This is known as a “pocket veto”. He could also disagree with some of the bill so then he would sign a line-item veto which would reject particular parts of the bill. The President does not sign the bill.
  • Reminder: Congress is NOT in session

  • The bill will be voted upon in Congress again and ⅔ of Congress votes in favor of the bill, it will become a law now. Once the bill is signed it is put onto a bill calendar which is a listing of every bill that has ever been signed.
  • I veto this law. I do not want it passed!
  • Well 70% of us want it passed...so it is a law anyway!
  • The bill is finally put into action and there is no school the day after Halloween. This means kids can enjoy Halloween and stay out all night and not have to worry about school the next day!
