  • ~The Story of the Secondary School Substance Use Bill~
  • HB23-1009
  • As the mother of teenagers, I am worried that our schools don't have to tools to help children with substance use disorders. I think we should form a state committee to investigate! Would you be interested in sponsoring a bill with me?
  • Representative Mandy Lindsey
  • COLORADO
  • That's a great idea! I have been worried about the mental health of our students and want to make sure we are getting children the resources they need. Let's reach out to the Colorado Youth Advisory Council and see what input they have!
  • Representative Dominick Moreno
  • We should make sure we include members from urban and rural communities, and their report should give guidance for how to screen students for substance use and how to support them. Let's introduce our bill and see what people think!
  • Our committee should include experts from across the state!
  • As a member of Colorado's Youth Advisory Council, I think we should have parents represented on the committee as well!
  • I remember substance use was really common when I was in high school, and I have seen teenagers in the ED who struggle with substance use. This bill could improve outreach and keep more kids safe!
  • They're proposing a bill to help address substance use in middle and high school students! It looks like they want to make a committee that would investigate the issue and release a plan for how schools can screen for students with substance use disorders and connect them to help!
  • Finding the Bill!
  • I work in pediatric mental health, and I think the schools are a great place to reach at-risk students!
  • As a parent, I am concerned about teenagers struggling with addiction, but I am not sure if a statewide approach is best. Why not let each school district do what works best for them?
  • This bill is not including the role of parents and law enforcement in preventing students from using substances. Is this really the role of schools?
  • I spend more time at school than I do around my parents, and I think it'd be good for me and my classmates to have additional people looking out for us and making sure we are supported.
  • I have been worried that some of my classmates are falling through the cracks and no one has noticed that they're not ok
  • Hopefully a committee would come up with new recommendations to help other students!
  • Our bill passed the House and is now being considered by the Senate, but we should make a few updates! We should set some clear timelines for when the committee should complete their report.
  • We can make the bill more specific by describing what counts as a "school counselor," defining substance use, and explaining who would make up our committee!
  • So much thought goes into making a bill clear and actionable!
  • The bill passed the House and the Senate!
  • HB23-1009 PASSES!
  • HB23-1009
  • PASSED
  • Governor Polis signed the bill into Law!
  • Can't wait to see what the report finds!
