War has been declared between Belgium and the US joins and tries to defuse the situation. Belgium does not back down.

Treaty of Versailes states:Germany and other Central Powers will take resposibility for World War I and will loose territories, military power, and have to pay reperation payments to the Allied Powers.
A little after, the United States wanted to ensure that peace would be kept with other nations so they drafted and shared individual treaties with countries like Belgium, France, and Austria.
