  • Hi B. My manager informed me that the project proposal has been signed off by the AO and that the project will be implemented via a transfer payment mechanism. Please will you explain how the transfer payment mechanism is different to the supply chain payment process?

  • Transfers and subsidies include all unrequited payments made by the department. A payment is unrequited provided that the department does not receive anything of similar value directly in return for the transfer to the other party.

  • What you are describing is an example of a capital transfer, these form part of transfers and subsidies. The business will procure the equipment for their own use, so the department does not receive anything in return
