- Revenge-At first people took crimes into their own hands by taking revenge of equal or worse severity on the person who wronged them (Ex: Someone kills your horse you kill their cow)
- Reward-people got sick of the chaos of revenge so now instead when someone was wronged they would tell someone who would tell who would decide how bad the crime was and then force the offender to award the person who was wronged with something of equal value (Ex: Money/Livestock)

- Systems- once it became to much work and to many crimes for one person to handle they decided instead of one person handling all the descisions and crimes they set up systems of people to decide to help make the descisions and take all the burden off of one person
- Authority-they then realized if they tried to help keep people from commiting these crimes in the first place it would mean less would be committed instead of waiting for them to happen and then just giving out the punishments so people set up systems of laws so people knew what they could and couldnt do and also made groups given the authority to enforce the new rules
