- France wanted help, but the United States had no money or soldiers to help them. So George Washington declared neutrality.Then France started attacking U.S. ships.
- Barbary Pirates
- The United States wanted Britain to stop attacking U.S. ships, but Britain did not stop. So John Jay went to sign a treaty with Britain.Then, the Brits stopped attacking U.S. ships, but France started attacking U.S. ships.
- War of 1812
- The United States wanted France to stop attacking ships,but the French wanted tribute so they would stop attacking U.S. ships.The United States prepared for a half war against France.Then President Adams pursued peace and a treaty was made between France and the US in 1800.
- Embargo Act
- Washington and Adams paid tribute to Barbary rulers in exchange for the safety of U.S. ships. But Jefferson did not want to pay money. So Tripoli declared war on the U.S. and Jefferson sent warships to Tripoli. In 1805 Tripoli signed a peace treaty with the U.S. and the U.S. paid a ransom for the crew.
- The French and British seized U.S. ships. The French agreed to stop, so the U.S. cut off trade with Britain. But, that hurt Americans more than Great Britain. So in June 1812, Congress declared war on Great Britain.
- Jefferson and The U.S. wanted Great Britain to stop attacking U.S. ships. But they would not stop. So Jefferson passed the Embargo Act, stopping trade to/from U.S. ports. Then sailors and merchants lost their jobs.
