Governor Edmund Randolph presented The Virginia Plan, it was way different from the Articles of Confederation, it introduced the idea of federalism by giving power to the central government instead of the states. Along with this came many mixed emotions that argued if the states would be represented equally or not.

I believe we should have a strong central government with representation based on the states' populations. And to balance out the powers we shall impose three branches in our government.

Despite the mixed reactions, the convention ended up accepting the Virginia plan and included it in the constitution.
