  • The transition from a presidential to a parliamentary type of government is outlined in the 1973 Constitution, which consists of a preamble and 17 articles. According to the Constitution, the National Assembly has legislative authority. On January 17, 1973, under intense opposition and controversy, President Marcos confirmed and declared this. A modified parliamentary system of government replaced the previous presidential one with the declaration of a new Constitution.
