This is the scene from chapter 21 where Iesha randomly shows up to the party. Seven gets very mad and starts explaining what has been annoying him for all those about her. This is showing the reader a different side to Seven and is showing a developing conflict.
This scene takes place at the end of chapter 22 and gives news about Khalil's case, something that makes Starr very emotional. The news delivered here about the grand jury's decision is what leads to the conflicts afterwards with the riots and other events.
As the riot goes on, Starr realizes that although she is upset, a riot is not worth it and is not appropriate. This reveals to the reader that Starr is growing as a person because she is not letting her negative thoughts turn into negative actions that would impact other people's lives.
