Prison ReformThe Prison Reform is about a woman named Dorothea Dix who went to teach Sunday School at a jail in 1841. She was horrified to see children who committed minor theft left with dangerous adult criminals. She also saw people who had debt in jail with no way to pay it off. She decided that she wanted to see if conditions were like this everywhere. She went to hundreds of different jails to see if they are the same everywhere. What shocked her the most is the way that mentally ill inmates were treated. She then later created a report of what she saw, lawmakers were shocked. They voted to create a public asylum for the mentally ill. After Dorothea Dix passed away, the government stopped putting people in debtors prison, outlawed cruel punishment, and created a special justice system for kids that committed crimes.
Why is there a child locked in with a very dangerous adult?
He committed theft and deserves to be in jail

But they can't pay it off to get out of jail if they don't have job!

That would be because he misbehaved. He knew the consequences.
