a bill is first introduced and only congress can propose bills and later the bill must go through a committee and be carefully reviewed
Surviving the Committee Process
sometime bills are passed to a subcommittee who reviews the bill with other outside experts, public official, and supporters. once they approve they go ahead and make any last changes to make the final bill
The House of Representatives Vote to Pass
once the bill is finalized the full committee votes to see whether or not they should proceed to the house or senate
The Senate votes to Pass
once the house and senate have received the bill they go though another full review in each chamber and can be changed once or passed once both chambers approve the conference report
The President Signs into law
from here once the house have agreed on the same version of the bill the president can sign it and pass it or veto the bill. the president decides whether it becomes law or not
