- In June 1945,as a result of political unrest on countries that Britain controlled,and the delay in completing post-war peace treaties, Britain had to keep a large amount of troops on Germany, Italy, the Middle East and Asia. This was extremely expensive.
- By Jnauary 1947, the post-war US loan of $3.75 billion had been already exhausted. This situation was worsening with very heavy snowstorms and cold weather.
- The British government can not keep providing military and economic assistance to the Greek Government in its civil war against the Greek Communist Party. in March 31, 1947.
- But the U.S. Government believes that the Soviet Union supports the Greek Communist war effort in order to ultimately influence Greek policy.
