- It is because Santa Anna didn't have time to look at his demands so Stephen told the Texas government to begin organizing a state government even though he didn't get Santa Anna's permission

- So Stephen ended up getting arrested by the Mexican officials who found the letter. After 1 year he was released from prison and returned to Texas.
