A member of congress that has an idea for a bill can draft a bill. They are then the sponsor of the law, and other members of congress will be labeled a "co-sponsor" if they were to support the draft. Then it is introduced in the house or to the senate.

This draft is then introduced to a committee, which is groups of members with different interests and the various committees will examined and in some cases taken to a hearing to learn more of this bill is about. If they do not like the bill it will be considered dead.

This is where the bill reaches the floor, and there is another debate and members of the chamber vote to approve or deny any amendment.
When the house or senate passes a bill, it goes to the other chamber and passes through committees until it reaches the floor. After either rejecting, approving, or changing i by any of the committees they may call a conference committee to figure out or let the bill die. If it is agreed upon they then make a conference report where the house and senate have ti approve the conference report.
It is then sent to the president where he can either approve or deny this bill. Although is they don't take action for 10 days it will automatically become a bill, and congress is in session, they can do a pocket veto.
