  • Jess, what does Special Education mean and how did it all begin?
  • Special Education is the education of physical or mentally handicapped children whose needs cannot be met in an ordinary classroom.
  • Brown vs Board of Education was the beginning of the Elementary and Secondary Education Act of 1954, because minority children were being denied the rights to equal education.
  • So children with disabilities a considered minority?
  • Yes TJ, that led to the Education for All Handicapped Children Act of 1975. People with different kinds of disabilities (physical, mental, visual or hearing-impairments) and different needs came together to fight for a common cause.
  • This landmark law is currently as the Individuals with Disabilities Education Act (IDEA), which was amended in 1997.
