Jess, what does Special Education mean and how did it all begin?
Special Education is the education of physical or mentally handicapped children whose needs cannot be met in an ordinary classroom.
Brown vs Board of Education was the beginning of the Elementary and Secondary Education Act of 1954, because minority children were being denied the rights to equal education.
So children with disabilities a considered minority?
Yes TJ, that led to the Education for All Handicapped Children Act of 1975. People with different kinds of disabilities (physical, mental, visual or hearing-impairments) and different needs came together to fight for a common cause.
This landmark law is currently as the Individuals with Disabilities Education Act (IDEA), which was amended in 1997.
