Federalism gives autonomy to the States to do what they would want to do as long as it does not interfere with the federal government. This happens to give a who is going to have jurisdiction on an issue. Will it be the State or the Federal government to make the final call.
The States use their ability to dictate their own states. This autonomy is allowed for things that are not covered under the constitution. The Federal government's enumerated powers are covered by what is in the constitution. Everything that is in addition to this is for the States to decide on what they would like to do.
The federal government stated that they are still the supreme authority. It is the supreme authority means that they can make the final decision on what is allowed within the country.
States pushing back stating that they are going to do what they want with running their states and what is the federal government going to do to change that. This is within the State realm of making decisions and laws.
The federal government rules by use of commerce to control the marijuana industry. The federal government can not stop a state from allowing marijuana to be sold. It can though control commerce with its enumerated powers. Banks can prevent transactions since all banks have to follow federal laws. This limitation of using banks can prevent expansion and easy use of the money. Cash is great but in a world where everything is done via computers and managed through a bank, it can make things difficult for those businesses.
Rohrabacher-Farr Amendment: states that the federal government can not spend funds to interfere with marijuana use in states that are allowing such use. This amendment is set to expire 30SEP2022. It has to be renewed yearly with the Omnibus bill. This is a way that if the federal government does not want this amendment in place anymore it can just wait for its expiration date.
