when he says this talking about his staff and members, it means that he has people on his side and people who work for him which could come across as he is a leader and has people there

If I sought to answer all the criticisms that cross my desk, my secretaries would have little time for anything other then such correspondence in the writing the day, and I would have no time for constructive work.
When he speaks about his secretaries not having any time and always working on these issues and problems, he actually does mean that if his staff have all this stuff to do as well as him himself wouldn't be able to focus on consecutive work
