Nationalism spreads throughout Germany in the early 1800s, often spread through pamphlets and the publications of newspapers. Gatherings such as the one shown, were ways for this idea to spread within lower class communities. The nobles ruling the monarchy felt threatened by this new idea.
In 1819, ministers from the states across the Austrian Empire meet to address the protests and political gatherings of the lower class. In an effort to stop the spread of Nationalist Ideas, the ministers wrote the Carlsbad Decrees, a group of laws placing restrictions on the publication of newspapers and documents.

In September 1862, Otto Von Bismark was appointed prime minister of Prussia. Greatly disliked by most citizens, Bismark tried to win over the general public with his domestic policy, realpolitik. His strategy was to implement laws that would satisfy all parents in order to keep conservatives in power.
I, Wilhelm the first, King of Prussia, appoint Otto Von Bismark to be the prime minister of Prussia.
Bismark also implemented stricter military policies in an effort to strengthen the military. This proved to be valuable for securing victory for Prussia in the upcoming wars.
