  • The big states want representation based on population. The more people a state has, the more power they should have!
  • The small states want one vote per state. Equal representation is the most fair for states with less people!
  • We have reached THE GREAT COMPROMISE!
  • I agree to have equal representation in one house of Congress
  • I agree to have representation based on population in the other house of Congress.
  • Today we need to decide on if enslaved people will count in the population.
  • The Northern States have less slavery and believe enslaved people should NOT be counted for representation, only for taxation.
  • The Southern States have more slavery and believe enslaved people should count for representation, NOT for taxation
  • We have reached THE 3/5ths Compromise!
  • I agree to have enslaved people count for 3/5ths of the population if it includes taxation
  • I agree to have enslaved people count for 3/5ths of the population if it includes representation
