Mrs. White observed a bruise on Holly's arm and asked how she got it.
Holly, did you hurt yourself at recess? I see you have a bruise on your arm!

Holly is scared to tell Mrs. White her mother hit her, so she doesn't tell her the full story. She only tells her she hurt herself at home.
Mrs. White, I hurt my arm at home.

The next day Mrs. White observed more bruises on Holly's arms and asked her if she was ok. Holly told her that she hurt herself again at home. At this time Mrs. White is suspecting child abuse.
Holly! You have another bruise.
My mom hit me by mistake.

Mrs. White is now faced with an ethical dilemma and must address it with the principal. As a teacher it is her responsibility to report the abuse, but she doesn't want the child to be harmed more if she reports it.
Mrs. White, your interactions with Holly were not inappropriate. As a teacher it is your responsibility to report any abuse/neglect you suspect.

Mrs. White asks the principal should she interact with the family to address the matter or report the abuse she suspects. She does not want Holly to be harmed more by her actions but as her teacher she must report it as she is a mandated reporter.
It will be appropriate for you to report the abuse you suspect and not interact with the family. Let the appropriate authorities handle the matter. If Holly is in danger they will remove her.
