- CAUSEGermany believed unrestricted submarine warfare would continue and worried the US would enter. Author Zimmerman sent a crypted message asking Mexico to distract the US. Promising to help regain all their lost territories. Including Arizona, New Mexico and Texas. The crypted message was never received as Great Britain managed to redirect and decrypted the message. Seeing the chance to involve the US, Great Britain told America of Germany's plans.
