Great question! Let's go back in time and earsdrop.
Yknow, the Roman Empire did loose battles, but they won wars in the long run! They were an empire that could take hits, and still stay standing.
One example of this is, The Numanthians. Who lived near the Numanthia Mountain.
Although Numanthians wanted freedom, the Roman Empire realized they were out of their control. Which they didn't like.
But unfortunately, in 134 BC the Romans snapped! And so, they sent Scipio Aemlianes. Who was a great Roman general.
Instead of wasting my 30k soldiers, we instead barricaded the Numanthians and starved them. This went on for about a year, until they finally gave up. But instead of giving into the Romans, they burnt their town and and some even hung themselves.

But because they conquered the Numanthians, isn't why they were a strong empire. It was because as an empire, they carried cultural diversity, and territorial flexibility.
Ohh, so she means after conquering places, they became Romans. As well as, being able to going around the world and colonize areas.
Wow! So an empire is a construct that hold power over people. While also having a consistent winning and conquering streak. Along with, having cultural diversity + territorial flexibility!
Pretty much! We should travel back in time more often that was fun!
