Before the act of emancipation was passed in July 1776, the Thirteen Colonies and the Kingdom of Great Britain had been at war for more than a year. Relations between the two had deteriorated since 1763. When the British Parliament placed a tax increase law for the colonies, because the Kingdom of Great Britain allowed them to be with them and have a supposed protection.
In order for Congress to declare independence, most delegations would need authorization to vote in favor of that issue, and at least a colonial government would have to specifically instruct its delegation to propose a declaration of independence to Congress.
The issue of Parliament's authority in the colonies morphed into a political crisis after that legislature passed coercive laws in 1774 to punish the province of Massachusetts Bay for the Boston Tea Riot the previous year. Although many colonists no longer believed that Parliament had sovereignty over them, they still professed loyalty to George III and expected him to intercede on their behalf.
In the midst of the campaign to review congressional orders, many settlers formally expressed their support for the separation in several simultaneous declarations of independence at the state and local levels.
Support for emancipation steadily increased after the Paine pamphlet was published. Hopes for reconciliation began to wane among the colonists, for by early 1776 public support for independence had strengthened. In February of that year they learned of the approval of the Prohibition Law in Parliament that established the blockade of North American ports and declared that the colonial ships were enemy ships.

The completion of the independence proclamations are little known and have been overshadowed by the Declaration approved in the Continental Congress on July 2 and signed on July 4.
