RJ: Hello. The video you're about to see is a full function field exercise involving 3 different jurisdiction CERT organizations. JH: That's correct Richard. Teams from Long Beach, Signal Hill and Los Angeles are all working on the same scenario together. This mimics the actual conditions CERT will face during a real disaster.

This exercise will stress the triage, search, rescue, patient transport, and treatment functions of a CERT mission . Let's look at the skill sets we'll need to engage a successful mission.
Scene 5: Hazardous Materials and CERT Mission Response
Triage is the French verb to sort. When we first assess a patient in the field, we look for 4 primary indicators (control bleeding, respirations, circulation, and mental status). The mnemonic we use is "30-2-can do". Respirations over 30, more than 2 seconds capillary refill, unable to answer simple questions, them classify the patient Immediate.
Scene 6A: Patient Packaging and Transport
To reduce the risk of fire, CERT personnel are trainined to look for and shut off gas service and electrical service during the size up period of a CERT response.
During size up, if CERT teams encounter structures to be searched with the NFPA 704 Diamond Placard on the building, and any of the four fields has a number greater than 1, Stop and do not enter. Bring that detail back to the ICP and advise the IC.
Once the pateint has been triage in the field and stabilized, the appropriate method of transportation must be selected to get the patient safely to the patient treatment area. Above, CERT members are using the chair lift to move a non-ambulatory patient.

CERT Incident Command must provide accurate information on the number and status of patients in each triage category to arriving professional responders.
JH: The scene we see now is just after a 7.8 earthquake on the San Andreas Fault. The time is 0845. The temperature is 67 F. We can see people injured or yelling for help. Let's see how a CERT team handles this.
