Dorothea Dix, a teacher, visits a prison to teach kids there.
Mentally ill prisoners are being punished in the most cruel ways. They are being whipped and beaten just because they are ill. These people deserve better treatment than this. They cannot control their abilities, yet they are being put in terrible conditions because of it. Debtors who are put in prison can never be released because if they are in prison they can not work to pay of their debt. This is not functional and is unjust to the people of the United States.

Dix notices mentally ill people being abused and mistreated and notices debtors who are kept in prison. This debtors will never get out of debt because they can not work.
Dix Decides to write a letter to congress to find a place for these people. Her request is denied.
The prison reform was an event that happened during the 1800's when Dorothea Dix, a teacher, noticed mentally ill people being abused in jail. The effects of this is that she changed the views of mentally ill and gave mentally ill a better life than what they were living. This was a large step toward human rights in America.

She then publishes stories in the newspapers, releasing information about the prisons. Congress then became embarrassed and decided to make mental asylums for these people and make it easier for debtors to get out of jail.
The mentally ill were then kept in mental asylums where they were treated kindly and with the correct treatment.
