CIA Analysts spotted launchers, missiles and transport trucks that show the soviets are launching missiles to the U.S. President Kennedy spoke on this with members of Ex-Comm to find a way to respond to the threat. He decides to reject the attack and buy time.

The soviet freighters turn back towards Europe but the oil tanker Bucharest enters the quarantine zone, heading straight for Cuba. The USS Essex and the USS Gearing were ready to stop it, which could have sparked war but Kennedy decides to let it pass as it does not carry any contraband.

This was a political risk for both Kennedy and Krushchev. Khrushchev appears weak making the emotional decision to end this crisis. Kennedy appears naïve when accepting the Soviets sentiment as genuine.

Kennedy concluded that Khrushchev had not killed Anderson and the crisis was getting out of hand. The U.S had already planned on taking the Missiles out of Turkey before the deal but they didn't publicly announce it yet.
